JoyToKey maps the controller buttons to keys on the keyboard and the mouse, so I suppose technically Oblivion thinks I'm using a keyboard and mouse, but it works seamlessly and if I ever want greater accuracy when aiming I can easily just set the controller down and use my mouse without hassle. I'm using a MayFlash Wii U Pro Controller adapter (about $12) together with JoyToKey (free, I believe), and have zero trouble. If you don't want to go through all that trouble and have a Wii U Pro Controller available, my Wii U Pro Controller works perfectly with Oblivion.
